For some unknown reason, Bush wants the presidential line-item veto revived. He claims it will help him "maintain budget discipline." What? Maintain? Does he not understand the definition of the word maintain? You have to actually have some budget discipline before you can maintain it.

Sine he hasn't vetoed a single thing in the last 4 years it doesn't seem like he is torn with the decision to begin with. This must be tied in with some kind of larger agenda here he hasn't revealed yet.
